About Us

Directorate of Rural Development Kashmir comprises of 10 districts with 137  Blocks.

 

The aims of the Department :-

Ø To generate Wage Employment.

Ø To create durable community assets and rural infrastructure.

Ø To reduce the number of people living below poverty line and improve the living standards of rural poor people.

Ø To provide houses to the rural houseless families living below poverty line.

Ø To provide any information under provisions of Right to Information Act.

 

        At the provincial level, the Directorate is headed by the Director who is a major head of the department in terms of Jammu & Kashmir Book of Financial Powers. The post is borne on  KAS cadre  and is held by senior KAS / IAS Officer. He exercises the administrative and the financial control over the whole province and is assisted by Joint  Director (Adm), S.E REW Kashmir,  Deputy Director(Plg), District Panchayat Officer (Publicity), Accounts Officer and other necessary staff to carry out the day to day working in the Directorate.

Joint  Director (Adm) :-

provides assistance to the Director in all  the administrative matters. The assistance is provided on the issues pertaining  to establishment,  legal and   matters  including disciplinary proceedings, complaints and other issues related to the administration.

 

Superintending Engineer REW Kashmir:-

 S.E. REW Kashmir has been created at the Divisional Level to look-after and monitor technical aspects of the various works being executed by the Rural Development Department. . 

The duties and functions including powers to be exercised by SEs REW Jammu & Kashmir in pursuance to Government order No. 160-RD of 2006 dated 26-05-2006 read with Government vide order No. 07-RD of 2007 dated 09-01-2007 are as under:-

 

i)            The Rural Engineering Wing, Jammu Division at Provincial Level shall be headed by the Superintending Engineer who will work under the administrative control of Director Rural Development, Jammu.

ii)         The Superintending Engineers of REW shall exercise the same financial powers as are being exercised by the Superintending Engineers in other engineering departments of the State.

iii)       The Superintending Engineer shall be empowered to accord technical sanction of estimates / test check of works as provided under Government order No. 300-Agri of 1996 dated 06-10-1996 read with Government order No. 121-Agri of 1997 dated 21-02-1997 and Government order No. 38-RD of 2003 dated 11-02-2003 & amendments made thereof from time to time. 

iv)        The Superintending Engineer shall exercise technical / administrative control over the field staff of REW of Jammu Division and will be the accepting authority of APRs in respect of Junior Engineers, reviewing authority of APRs in respect AEs / AEEs and initiating authority of APRs in respect of Executive Engineers.

v)          The Superintending Engineers shall have the powers to check any work of any scheme under his jurisdiction in order to ensure and maintain quality control of works.

 Deputy Director (Plg) / Assistant Director (Plg) :-

Deals with the planning apparatus which includes consolidation  of the plan at the provincial level and its submission to the government for approval from the Planning,  Development  and Monitoring Department. They monitor all the plan schemes both State as well as the Centrally Sponsored Schemes (CSS) being implemented in the field and provide necessary assistance to the Director in  effective implementation and monitoring of the schemes under the control of department.

District Panchayat Officer(Publicity) :-

Assists the Director in the areas like Panchayats / Panchayat Elections and other related matters including publicity of schemes etc.

BDO(HQ)

provides assistance to the Joint Director(Adm)/ Director  in all  the administrative matters.

Accounts officer

provides assistance in the field of financial/accounts matters and also functions as the drawing and disbursing  officer of the Directorate. He also formulates the Non-Plan budget and monitors  the    expenditure on monthly, quarterly and yearly basis.

At the District Level, following officers are under the administrative control of the Directorate of Rural Development Kashmir in one or the other  manner. The DRDA system came into an end vide No. R-20015/2/2020-DRDA (Comp No. 372742) dated 01-11-2021 and No. RDD/36/2021-04 dated 18-11-2021

1.          Assistant Commissioner Development (ACDs).

2.          Assistant Commissioner Panchayat (ACPs)

3.          Executive Engineers, Rural Engineering Wing.

4.          District Panchayat Officers.

 At the  Block level,  Block Development Officers are assisted by Panchayat Inspectors, SO`s Planning, AAOs, Mukhi Sevikas, Junior Engineers, Panchayat Secretaries, Accounts Assistant (Panchayat) besides other supporting staff under MGNREGA like Programme Officer, Technical Assistant, GRS, MIS Operators engaged on contractual basis on consolidated wages  in discharging their duties.

Brief description of the functioning of these officers is as under:-

 

1.     Assistant Commissioner Development (ACD):-

Project Officer Wage Employment (ACD) is normally an officer from Kashmir Administrative Service (KAS).  He releases the funds to the Block Development Officers for implementation of various components of works approved under the programmes

 

2.     Assistant Commissioner Panchayat (ACP):-

Pursuant to Administrative Council decision No. 14/3/21 dated 13-02-2021, Government order No. 59-RD&PR of 2021 dated 2-3-2021 was issued by Administrative Department in pursuance of which the existing posts of Project Officer Self Employment (DRDA) has been re-designated as Assistant Commissioner (Panchayat). The ACPs have to function under the control of ADDC who is Chief Executive Officer of newly constituted District Development Councils. The ACPs shall look after the functioning of Panchayats in the districts and to coordinate the Panchayat related activities.

 

 

3.     EXECUTIVE ENGINEER (Rural Engineering Wing):-

In every district, there is a Rural Engineering Wing headed by the Executive Engineer who looks after the technical aspect of the execution of works. The Assistant Executive Engineers / Assistant Engineers (REWs) posted in each CD Block of the respective district work under the control of Executive Engineer REW. He accords technical sanctions of the works  and also accords test checks to ensure good quality of work being executed in the district under various programmes. He is also assisted by the Junior Engineers and Works Supervisors at the Block/Panchayat Level.

 

4.     DISTRICT  PANCHAYAT  OFFICER:-

At the district level, the matters of Panchayat and Panchayat property / assets are attended to by the District Panchayat Officer. He is assisted by Plantation Ranger and Panchayat Auditor posted in the district. The District Panchayat Officer is also supervising the afforestation programmes and rural sanitation programmes in the districts.

 

 

Functions of Attached & Subordinate offices at Block Level:

At the Block level, there is a Block Development Officer who is assisted by Block Planning Officer, Junior Engineers and other field functionaries like Panchayat Inspectors, Panchayat Secretaries etc. There are 137 CD Blocks  which is given as:

5.     BLOCK    LEVEL  ADMINISTRATIVE   SET  UP:

At the Block Level,  the Block Development Officer is responsible  for  formulation and implementation of  Action Plans under various schemes through the staff assisting at Block Level as per for the below mentioned sanctioned staff  strength :-
